2 WR spots: washington, nelson, manningham, or m. thomas?

I find myself pretty deep at WR. That means more decsion making from week to week. In a PPR league, I need to decide who to throw into my number 2 and 3 WR spots. Do I go with Washington (top receiver in Tenn now, but matching up with a tough CB this week), David Nelson (in a surprisingly strong Bills offense), Manningham (stud WR, but returning from concussion issues), or Mike Thomas (top receiver in Jac with a good matchup against NO, but taking passes from rookie, Gabbert). I'm stumped. Could go either way here. Any suggestions?

I worry about the Giants inconsistent passing game this year, and the rise of Victor Cruz, and the part he will play from here on out.
