I don't think I'd blow a #1 waiver priority on him. His production has been dwindling, and Norv just came out and said he wants Mathews to get 25-30 touches per game. I think you wait and see if he clears waivers and then scoop him up. Otherwise, use your #1 for whatever random waiver gem appears next week.
I think you have to pick him up just because of his skill level and potential for this season. He is definitely losing carries to Mathews, but if Ryan goes down then Tolbert is a RB2 at the least.
I think you should snag Tolbert off the WW. Matthews is far from durable, and if Turner starts running him 25-30 times a week, an injury is probable. IMO the risk is worth the reward... If you just sit waiting for the "perfect" waiver gem to appear, it may never happen.
