I am commish of a 12 team keeper ppr league.This is our 2nd year. You cant keep a player drafted in the first 3 rounds. you keep 0-3 players and where ever the player was drafted you give up a draft pick 2 rounds ahead of their drafted positton.

Team 1 gives up 1st rd pick next year and Antonio Brown
Team 2 give up Ray Rice and 11th rd draft pick next year.

Team 2 has admitted that he is giving up. Tanking?
Do I veto or let it go?

I dont like the idea of a team throwing in the towel but he not just unloading his players, he's getting something of real value in return. With not being able to keep players drafted in the 1st round, that would mean he would have 2 first round picks next year and I dont need to tell you.......thats huge! I think its a fair trade not something you can veto.
