Any FF Leagues with Salary Cap?

Are there any FF leagues that have some sort of salary cap or player value cap? I ask because there are a few players who are hoarding some good players who they will never start. I don't want to get into the specifics of how this has happened but would prefer to be in a league where this is somewhat limited.

Very common. But IMO there have to be rules in any keeper that make them competitive, without purely rewarding stupidity or punishing clever drafting/waiver-wire work.
