I'd go Garcon here until Washington can show me he can do anything other than suck. Garcon is clearly Painter's favorite target and if TEN doesn't run the ball all day on a weak run defense then they're insane.

I would go with Garcon mainly because as previously stated, Titans should be running the ball against the Colts and not rely on the passing game as much.
When making a RB decision, always play those RBs who don't share touches first, then look at def. matchup. When making WR decision, always look at whether or not the WR is the primary receiver, then look at who his QB is, then look at def. matchup.
