So, Hillis and Best were dropped in my league. Should I make a play for one or both of them? Which of the two do you believe has the most upside the rest of the way? My RB situation isn't great, I have S. Jax and Blount with D. Thomas and Moreno being the guys I would drop. The good thing is, both Jax and Blount are done their bye weeks so I can hopefully afford to stash one or both of Hillis and Best. Anyway, which player do I set my Waiver 1 for? Roster below.

I would drop Moreno for Best or Hillis, preferably Best. I have Moreno on my team in a 14 team league and will probably end up dropping him when McGahee retakes the reins. Thomas or Hillis is a toss-up the rest of the way, I might take Hillis. What's your format? If you don't want to part with Thomas you could drop Chicago's D.
Try to pick up both ... dropping Moreno and a backup DEF. I'm torn on the order though. Best is the only one who's shown something this year. However, he's also the one I'm most concerned about injury-wise (wouldn't surprise me if he's done for the year, with the Lions just being cagey about his status). But the fact that Hillis tried to come back from a hamstring injury and immediately reaggravated it is troublesome. I guess if forced to choose, I'd pick Hillis first - mainly because I'd hope other teams would be sleeping on Best since he's on bye next week (I know players like to click on projected points for the next week, and Hillis is probably high on that for week 9). Definitely go for both though ... Moreno and a 2nd DEF are expendable. It's worth taking the gamble on these guys.
Best is the better back, for sure, and Hillis also has the added drama of trade talks and contract negotiations. Problem is, Best could be back next week, or he could be done for the year. Hillis is definitely coming back sooner or later.
There are arguments for either side, but personally, I'd go with Best. A WHOLE lot more upside with him.
EDIT: Other posters are right, I'd actually grab them both, and I'd drop Moreno/Defense.
