Definitely not collusion. This is just smart team management, regardless of whether the teams have anything riding on the game or not. What if it was still in the regular season? Say the guy had Matt Schaub, and nobody else, but was undefeated at that point in the season. It wouldn't be collusion at all if everyone went big on the best FA QB still available. So, what difference does it make if it's the championship game? Fair is fair, and if the guy doesn't have enough of a FA budget left to secure the guy he needs, then he's out of luck.
