KEEPER League Rule, how many Keepers? WHIR

Here's the rule :

Each team can keep from 1-4 players from their previous end-of-season roster – Depending on what players are left on your team at the end of the previous season, you may wish to “keep” one (your ''concession player'') up to four players.

Is that rule FAIR ?

Usually, what is the rule in most Leagues ?

1 All Managers MUST keep the same amount of players ?
In this case, we have all to keep 4 Players.

2. The Managers have the OPTION to keep 1; 2; 3 or 4 Players.
Then, some Managers may wish to keep only one starter and others more than one.

We started the League last year, and we'll keep players for the first time.

In our league we allow up to three keepers, but we don't require anyone to keep a player. So one manager can keep three while another manager will only keep one.
