Vick for $14 has high upside and relatively low cost. I like Flynn for $1, too. Why not at that price? I love Ridley at $1 considering he might be a starter. Greene for $11 is a decent number, also. Royster for $1 is a great gamble. Fitz at $28. Antonio Brown for $9. Witten for $17 is a bit high, IMO since he doesn't score TDs enough, but you could certainly do worse.

D. Thomas, Antonio Brown, Ridley, Green, Vick, Mccoy, Royster. Gives you Mccoy and 2 cheap starting RBs and Royster (why not for $1), 2 good WRs on the cheap, and Vick. Those 7 combine for $85, so $115 to fillout your roster.
that costs ya $33, leaving $167 to get a backup QB (need a good one with Vick) a RB2 and fill out your WR. I would splurge and go with Fitz as my 6th at $28, which fills out your WRs very nicely, you have a good FLEX with upside in Ridley, and a bona-fide RB1. All this costs you $62 leaving $138 to grab a RB2, backup QB and fill out your bench. I don't like Flynn, and when all reports are that you are the starter heading into the season based on salary alone, that is a bad sign (Kolb). The coaches are more excited about "too short" Russel Wilson than anyone else there. He's good value for $1 but I hate carrying 3 QBs unless you start more than 1, and if I have injury prone Vick then I want a very solid backup, and I'm not wasting a roster spot on a Flynn.
If you wanted to keep 7, then I would go with Greene for $11 but I don't like him much. This would give you $156 to get a better RB2 and those other spots.
If it were me then I would go with the 6 above, 6 high quality guys taking up less than 1/4 your budget.
