Tier 1
Matt Ryan-will take the next step with Julio Jones and White
Tier 2
Eli Manning-has solid wide receivers in Cruz and Nicks, just needs to cut down on INT
Peyton Manning-I think he will have a bit of a slow start but a strong finish
Tony Romo-he has the weapons but something usually seems to go wrong
Phillip Rivers-lose of VJax hurts after coming of a rough season
Tier 3
RG3-upside with running ability
Jay Cutler-reunited with Marshall but Chicago is run first
Matt Schaub-Texans run the ball so it limits his upside

Mine's a lot different:

Romo (not a great qb, but a very good fantasy QB when healthy)
Peyton/Eli (i think eli will be more consistant this year, and Peyton will have a better 2nd half. Depends on which you prefer)
Ryan (i still dont rank him any higher than this)

Luck (not on your list, but i like him as a qb2, and love him as a qb2 in a keeper league)
RG3 ( i would not want unless a keeper league. He's being way overvalued based on Cam's success, and he isnt the same player at all. Smaller and a strait ahead fast runner with less weapons on offense)
