Return to Draft, Trade, & Waiver Questions

I have a 12 team keeper league where 2 teams are no longer members for various reasons. This league has been around for 10 years. I now need to add new owners and have a couple lined up. However, I am trying to decide if they should be allowed to take over the other teams keeper (one). The reason it is even a question is they never drafted the players so why should they benefit from someone else? In this situation, one team is certainly going to keep Julio Jones in round 8 and the other team Jimmy Graham in round 8 as well.
Whats your thoughts?

@samesong - That was my initial reaction and was going to do that. I was just throwing it out there to see what other people think and do in situations like this.

Who would join a league where everyone gets a keeper except for them?
