Departing Teams + New Teams. What to do?

What is the right way to handle teams that depart the league and people that want to join?

I typically dump the departing teams roster back into the free agency/draftable pool of players. New players coming in I give 1 ticket into a #1 pick lottery, and the last place team from the previous season who is returning, gets 2 tickets in the lottery. I then run a random lottery and assign the last place team, and new teams draft order, then everyone else who is returning gets put in the draft inverse of their standings.

I'm in another league where when an owner leaves, a new owner takes over that team and all their players. Which has its disadvantages and advantages.

I like the fresh start method, and no one has really complained before, but I wanted to see what other leagues do or think about the situation.

The team is inherited in all my leagues unless there are several owners leaving then you may have to do something else.
