for auction drafts, how is initial waiver order set after?

hi. any help would be appreciated. i'm using yahoo fantasy football and we are doing an auction draft. managers in my team keep asking me how the initial waiver position is determined after the draft. is it done via nomination order, reverse nomination order, or is it done in another way. i heard it's whoever has the most money at the end of teh auction draft leftover gets highest waiver position? what in the event of ties?

In our league it was by reverse nomination order. Since we're in a keeper league, the nomination order is set by where you finish the year prior, but again is reversed. I finished second last year so I nominated second last, but am second now in waiver priority order.
