Ryan Matthews, P. Harvin, McCoy or Reggie Bush value?

I've got 9th pick the first 3 rounds in a 12 team PPR league. Round value for each keeper jumps by one each year (ex. keep 3rd round this year, costs 2nd round next year).

Current keepers:
Victor Cruz (8th round)
Rob Gronkowski (10th round)

My other keeper choice was probably going to be Reggie Bush (6th round). However, someone else in the league as the following "available" if I offer draft picks.

L McCoy (1st round)
R Mathews (7th round)
P Harvin (3rd round)

I am wondering what would be a good draft pick to offer for any of the above players. I was leaning towards McCoy or Mathews.
