Keeper question - must decide before first game

We have a rule you can have 1 player at a set value the next two years based on this year's draft value, but you have to decide before the start of the season. You get penalized auction money if you decide to drop the player.

My options:
Ben Roethlisberger 1 yr $26 (had him this year)
Rashard Mendenhall 2 yr $16, $11
Mike Vick 2 yr $45, $40
J Charles $64, $59

Does anyone think Mendenhall will come back strong and be a starting RB for the next two years? He would be an incredible value at that price if he were to do so. Or should I just stick with Ben one more year?

I think you keep Ben. Charles' price is too heavy and I am not sure that Mendenhall is great.
