wow.. this is actually tough.. i might actually go with Welker on this one.. i know he only got 2-3 targets last week but he is a perennial 90-100 reception guy.. is it a PPR? viewtopic.php?t=519175

Welker might be in for a down year, as New England uses the TEs more and more and their WRs less and less. Also, B Lloyd is in line for some targets. YOu have to wonder just how many balls there are to go around in NE, especially given Brady's history of spreading the love between his targets.
However, I still start Welker over Moss. Welker has been money in the bank for several seasons, and even though I think he is in for a down year, I still put him ahead of Moss until I see more evidence that Moss is really back.
If Welker disappears again this week, I would revisit the situation, but you probably invested a lot in him, and he is usually good, so I would stick with him for now. If Moss continues to be the man in SF and Welker continues to be ignored in NE, you might switch them, but I think you wait and see this week.
