The timestamps are indeed accurate. As the guy that implemented the commish change transaction you pasted, I'm also pretty sure we only show those if the commish makes the roster change when it wouldn't have been possible for a normal manager to do so i.e. after the game started.

Sure looks like he's trying to pull a fast one to me.
