I have Ben Tate and have been stashing him away in case Arian Foster gets injured, in which case he becomes a top 5 RB. However, Ryan Williams is available on the waiver wire and I'm considering picking him up.

I don't think he's worth it man, you can only play 2 RB's at most 3 in which case for your team I would be starting AP, Leshoure and Charles right now. You also have Matthews and Ridley who are both starter quality. I don't think Williams has the upside to drop Tate for him.
I agree with the others, Tate is too good of a player to give up for a flyer on Williams. Your RB depth is too good for you to ever be playing Williams at any point in this season. Better off holding onto the potential of Tate.
Ryan Williams in the first couple of games was barely making a dent in YPC. I'd stay with Tate. You're already pretty deep at RB. You can afford to hold out and seeing if fosters gets injured.
