Amendola without a doubt. he's the safer option IMO. bardford's favorite target, he will get his catches; although he may not get into the endzone. Hawkins is more of a high risk high reward

Definitely Amendola, PPR league or not. He has a tougher matchup for sure, but who else is Bradford going to target in that offense. Start him with total confidence.
