Eric Decker ROS?

I just picked Decker I in a standard Non PPR and was, apparently, the only one interested in him. The guy is currently the #20 WR overall and of not for some drops, would be a lot higher. He's got almost the same # of targets as Thomas, has P Manning at QB and an easy schedule ROS.

What am I missing here?

Is there some reason not to expect Decker finish top 25? I know Thomas is Mannings #1 but Manning has always supported more than one fantasy WR per season.

I think he's a solid play. Am I missing something?

I have him and still have reasonably high expectations for him. I definitely like the pick up and would personally be disappointed/surprised if he finishes outside the top 25.
