Tor Smith, James Jones, Mike Bush, Vick Ballard, or J Gordon

Here are my options for my flex and one of my WR spots, please help:

Torrey Smith, Josh Gordon, James Jones, Micheal Bush, and Vick Ballard. Conventional wisdom says Smith and Jones but I think Jones is due for a goose egg and Smith is pretty much a number two in the Ravens offense going up against a tough D. Should I take a chance on a Gordon, Bush, or Ballard? Please reply.
