Better QB Keeper: Locker or Tannehill?? WHIR

Looking to stash a young QB and see how he plays out and deciding between Locker and Tannehill. Both would count as 13th round picks next year so if one pans out that coudl be a big score. Do you see either of them being worth keeping? If so which ones??
