Commish Trade Question WHIR

in my league i own vick for $2 i made a trade with a guy and gave him vick for his kicker...I have vick long termed meaning next year i have to keep him for $4 and the year after i have to keep for $7 unless i can trade him. so i was pumped when i finally traded him meaning im finally freed from him and his contract . Then the commish tells me the guy i traded with is leaving the league next year and he cant allow the trade because it not far to the new guy coming into the league to have to keep vick.....what do you guys think does he have a point?
