That's a VERY difficult question, so before I give my opinion, let's lay out all the facts here:
-With Greg Jennings coming back, Cobb is going to see less action, whereas Garcon clearly has a great repertoire with RG3, more than anyone else. So, in terms of WR depth, that goes to Garcon.
-Packers face a stout, if inconsistent Vikings defense, and Redskins face a stout, if inconsistent Giants defense. That's a wash.
-Cobb's performance depends on Aaron Rodgers, and Garcon's performance depends on RG3. Both QBs are extremely talented and have great arms. The only difference, here, is that Aaron Rodgers can get sacked more easily than RG3 (compare this past Sunday's Packers-Giants game, with the Redskins-Giants game of week 7. RG3 got out of sacks much more gracefully than Aaron Rodgers did). So, even though it is VERY close and both quarterbacks are outstanding, I think this goes to Garcon
-Cobb's game is at home, and Garcon's game is at home. That's a wash.
I think it goes to Garcon. Very barely, but I think he has more upside, and about the same risks.
