Commish changes questions

Playing in a Yahoo league and just have a couple simple question. Anytime a change is made after a game has started only the commish can make that change right? And therefore in the commish changes section it shows the league that the commish has made changes to that team correct? For example if Thursday's night game has started and there's a change made for said team only the commish can make that change. That change is then noted in the commish changes section. Just trying to get verification from another outside source. Appreciate any and all help thanks guys.

Thank you for the response. I have already gotten confirmation and am going to try to resolve the issue with the Commish. Hasn't been easy to do so with other problems already not being addressed. The quote of what, "What are you going to do? Take me to fantasy court?" Needless to say our Commish showed his true colors this year and won't have a league to call his own next year.
