Thomas is a no-brainer and Garcon has shown in the beginning of the season what he is able to do with RG3 under center, though the matchup could be better.
What good matchup in Tampa? The Tampa Bay Bucaneers have the best Rushing Defense in the league. They are the only team in the league to have not given up 900 yards rushing so far this season. So He isn't going to get many yards. They give up 81.5 yds per game. Now, they are middle of the pack on Rushing TD's Allowed, at 9, but that's not even one per game on average that they are giving up.
I wouldn't call Moreno a lock for a flex pick yet, and I was "lucky" enough to snag him on waivers.
I'm just not sure I'm going to play him. he did emerge from last week as the "featured" back with McGahee down, but until they come out and definitively say he's getting the start again, that's a crowded group of backups trying to replace McGahee.
I'd say at this point, you are waiting on 2 things.
1.) Do the Broncos name Moreno the starter again this week?
2.) Is Darren McFadden going to be back in Oakland.
Make your picks based off of what happens here. if Reece is getting the ball, I would feel much better about reece over Moreno due to matchups.
For me, I would set up your team like this:
Jones
Reece -> Turner
Thomas
Garcon
Flex: Moreno -> Moore -> Turner
If Reece is starting, I would make him a Starting RB
If Moreno is starting I would make him the Flex.
If something happens to Moreno and Moore, I would use Turner.
