I think you have the correct two guys that you are considering... I would lock up Peyton and go from there, especially if other owners are hot for him... Worst case, he is a trading piece for your roster.
I would agree with keeping Peyton. Him and Cobb are both about even in terms of value (saving you $10 from draft day) and they are both very deep positions, but QB is the more consistent position. If you keep Manning you dont have to even think about a QB on draft day because you know what you are getting from him barring injury, Cobb is projected to be great but he's still a bit of a wildcard. You wouldnt keep either of them for the following year because of the +15 rule so if i had to choose one i would choose to be set at a position for relatively cheap and have that extra money to invest in some cheaper WR with upside
