What qualifies D Marino as director of football operations?

What qualification does D Marino have for such a position? This seems like another bad move by the Dolphins, what do you guys think ?

Living legend as far as the Dolphins organization goes. Seems more of a public relations move than a move in the right direction for football.

Not saying he can't succeed, but he doesn't have any qualifications or history that would show he would.

So, how much power does Marino actually have. Matt Millon power? What exactly are the differances between "director of football operations", and GM.
