There are 17142 users at this site. Let's say 1/5 of them have sig designs. That's 41 MB right there of bandwidth being used right there. Sorry, but 12K is about the best we are going to get.

Anyone got any tips on how to keep a sig under 12kb? Every time I make one its 30kb or larger.

Start small, instead of 468x100, go like 350-400x100. Then use the Save for Web feature(assuming your using Photoshop), it allows you to reduce the quality of the sig and get it under 12kb, my sigs usually end up well under 50% quality but most still look ok. Remember, any pic or effect you add makes the filesize larger so keep it somewhat simple.

dude, it will never happen, people have been wanting that for years, think if everyone had a 15k sig, the loading time for pages would increase, more bandwith taken, its fine, plus it shouldnt matter what your sig is, its the post itself that people will be reading and should be quality.

...not to forget that we already upped the limit from 10 to 12k about 3 months ago.
