Rank these QBs for a dynasty league

I am in a dynasty league which is now drafting and I am looking to pick up a 4th QB in the 13th round. There are 30 QBs off the board and we can pick any non-rookie offensive players (I have the 1st pick in the rookie draft, so will be taking Eli Manning probably as my 5th QB). The reason I need so many QBs is we start 2 QB, 2RB, 3 WR, TE, K, 3 DL, 3 DB, and the scoring system is very QB-centric (.25 pts/completion), rewarding passing QBs heavily.

These are the only starting or potentially starting QBs still not taken:
Tommy Maddox
Kerry Collins
Jay Fiedler
Tim Couch
Mark Brunell

Can you please rank them for their dynasty value. I only want them as a backup for next year, so keeper value is probably slightly more important.

My current roster is:
QB: Garcia, B.Johnson (Harrington)
RB: Lewis, Alexander (Shipp, Foster)
WR: Ward, Boldin, Mason (J.Smith, Lelie)

I don't have any major problems with Garcia, he's just not worth the money he gets. With or without TO however, the starting QB of the 49'ers (whether it's Garcia or Rattay) will put up nice numbers next year.

Back to the original question though, since Rattay is gone, I'd go with Collins. The Giants have the same explosive offense everyone was talking about before last season started, and a new coach who will hopefully put it to use (and fix, to the extent possible, the O-Line).

Collins for sure as he is the only one listed who is a sure starter. Personally I dont rate him at all but he is the safest option.

Dependant on where he ends up though Mark Brunell is an intriguing option, risky but it could pay off....
