A friend of mine told me a story when they was younger.
They said that "Once upon a time ago" that they was an a Cinny Reds Game and parked in an handicap but didnt have an handicap decal on the car. They was driving for an woman in an Wheelcar, and the car was in her name, so the the lady in the wheelcar got an ticket for parking in the handicap when she's in a wheelcar.

I think I figured it out...
Once upon a time, some people who were driving a car owned by a handicapped person, with the handicapped person inside, went to a Cincinatti Reds game. They parked in a handicapped designated parking spot, as would any other car with a handicapped person residing inside. For some unknown reason, the handicapped person didn't have a handicapped decal inside of her own car, so she received a ticket. Apparently there's some irony, because she's a handicapped person receiving a ticket for parking in a parking spot reserved for her, or people similar to her.
HAHAHAHAHA!
Eh, I'm not even sure if my pieced together version of nebbie's mess made any sense...
