I venture to think you could get it in 35 if you really thought about it.

Thirty-five being 26 pieces plus 9 extra moves for pieces starting in the back rows? You also have to fill the back rows, though, so that's another 8 moves (assuming the empty space winds up in a back row) - based on that alone, you won't be able to go below 43.
