The matchups favor Keyshawn but Horn is really a tier above Keyshawn and should be started in the majority of situations, so I would lean towards Horn. They are both likely to put up good numbers.

Horn is an every week (minus the bye) starter. If you get carried away with trying to play into the matchups and bury your talent on the bench, you will give your fantasy games away. You didn't draft Horn high to warm your bench.
