You should work with your league in evaluating the setup. To the points made above, your starting rosters are non-sensical and your drafting requirements are even more so. You guys appear to be limiting the fun you can have in your league by creating unnecessary boundaries for your GM's.

The fun of the draft is going in with my strategy, and putting it up against the 9 other owners and seeing who comes out on top. Putting goofy restrictions on draft strategies would only serve to suck some out of the fun out of it.

It is also "dumbass" protection. The idiots in your league should be free to employ stupid draft strategies. I think your system of restrictions protects idiots, because it forces the knowledgeable people in your league to employ the same strategy as the idiots. While this system will arguably make your league more balanced, it wont be as effective in reflecting which guys really know their stuff.
