Question about how I.R. works...

When an NFL team puts a player on I.R. do they get the roster spot plus the money that the player counted toward the cap to use in signing another FA?

In other words does I.R. also help teams that are strapped by the cap?

Yes and yes but it's costly because the player has to remain on IR all year.
