How should injured reserve slots be used?

Our league has not monitored the IR in the past meaning you could stash anyone and everyone in order to free up a roster slot. This year it is going to be monitored and limited to only players who are actually injured, but there is debate on what constitutes "injured."

My vote is for players who have been declared out but some want to include questionable because chances are the person won't play.

How do most leagues handle it?

I dunno, but my league is weird. If you have someone on your IR and he plays that Sunday, that guy will become a FA. So you have to be damn sure he isn't go to play on Sunday.

Our league allows one player to be placed on the IR if they are listed as Questionable, Doubtful or Out. If that player's status is upgraded to Probable or declared healthy then the owner must immediately take him off of the IR. If the Owner does not have another player to put on IR then he must IMMEDIATELY drop a player to keep his roster at the legal limit. There is no time granted to that owner to try and work out trades or anything of that nature. An owner can not start a player that is on his IR.
That's my two cents and it's worth every penny of it!
