what program is used to make sigs?

I received an older copy of Photoshop 5.0 and have the EyeCandy 4000 plug and made my first logo 2 days ago...

The problem I am having with these sigs. is that they are too large in byte size even at 380 x 90

Am I just putting to many layers? ( usually 5-6 )

Photoshop 5.0 that I can see doesn't let you "SAVE for WEB"
