I'd go Penny as well. Then again I own him so I'm probably a little biased, but it's good to see others agree.

He doesn't get too many 300 yard games but he is makes good decisions and has some good targets to throw to. He's probably a better NFL QB than fantasy QB, but if he stays healthy I see him producing just outside the McNabb C-Pep Manning range, putting him solidly amidst the 2nd tier QB's.

Probably safer than Green, who seems to have dry spells that kill.
