WR output down this year?

It seems like half the teams in my league have QB's and RB's on the block in search of WR's, myself included. Is there a decline in output of WR's this year. Sure the Big 5 are getting the usual points, but with 12 teams and 3 Wr's per, that leaves a lot of holes.

I thought the new enforcement of pass interference was gonna do the opposite. Anyone have the time or the stats to back this up?
