From what Ricky has said, is that he failed three drug tests before retiring. He was already in the drug program coming into this year because he got caught earlier in his career. Then this summer he tested positive again and should have been put on a 4 game suspension. The 2nd positive test would enhance that to be a full year suspension.
I've read reports that the 2nd positive test could be considered invalid because it was taken too close to the first positive test. And also have heard that when a player unretires it counts as a positive drug test, which would also put him at a year suspension. I really have no clue how the league is going to rule on this one, but I believe that Ricky William's will not play football in 2005.
