Thats just a forum on the baseball side for fantasy basketball. There's no fantasy basketball cafe yet. There's also a fantasy basketball forum on the football side:

Well I'm not sure if it will be up by then, starting a completely new website isn't as easy as some of you make it sound. I'd love to see it up as soon as possible, but I'm thinking it will be about midseason when the new cafe is up.
